Vilissia in The Temple of Solusek Ro cannot be conned or handed any items. She can be hailed and the mobs around her can be conned and you can hand them items. She is part of the bard and wizard sol ro quest line.

The quest script is in and correct, nothing about her NPC entry is out of place. I'll have to get on and take a look at this one.

It was really odd. I can't log in to test more right now, but I will try tonight.
She couldn't be conned and you couldn't give her any items. I was trying to give her two rubies and a lambent stone for the bard quest.
