These are confirmed as being killed and multiple times receiving no loot. My understanding is all nameds are supposed to drop at a minimum one of the items from their loot table, either common or rare.
Permafrost: Scryer, Preacher, Alchemist, most likely all the nameds here, did not have the need to confirm others.
Upper Guk: Scryer, Fungus Mutant, Warden, The froglok shin lord
Just to clarify, the scryer in permafrost I was able to get an item from on the 4th kill, if I had to guess id say that theres no minimum drop set on these loot tables.
